Interested parties were <br />notified of this hearing and a legal advertisement of the <br />public hearing was placed in the Springfield News <br />newspaper ten days prior to the public hearing. <br />iD. .on September 18, 1990, the Eugene Planning Commission and <br />the Lane County Planning Commission, at a joint public <br />hearing, considered and approved a proposed amendment to <br />Section K of Chapter III of the Metropolitan Plan. This <br />amendment dissolvedNlAPAC and delegated MAPAC's authority <br />to monitor the citizen involvement process regarding <br />amendments to and the implementation of the Metropolitan <br />Plan to the Joint Planning Commission Committee. <br />Interested parties were notified of this hearing an a <br />legal advertisement of the public hearing was placed in <br />the Register Guard newspaper twenty days prior to the <br />public hearing. <br />11. The revisions to Section K of Chapter III conform tv the <br />requirements of Goal #1 in that the JPCC has been <br />selected to replace MAPAC as the Committee for Citizen <br />Involvement ~CCI} for the Metropolitan Plan. The JPCC <br />is composed of two planning commissioners from each of <br />the three jurisdictions . Members of each of the planning <br />commissions are selected by an open, well-publicized <br />public process. <br />12. The planning commissions for Springfield and Lane County <br />have been designated as the citizen involvement committee <br />for their respective jurisdictions. The City of Eugene <br />has a citizen involvement committee that is separate from <br />its planning commission, <br />Goal 2^'- Land Use Planning. <br />Goal 2 states that "opportunities shall be provided for review <br />and comment by citizens and affected governmental units during <br />preparation, review and revision on plans and implementation <br />ardlnanCes." <br />1. The initial responsibility for determining whether <br />amendments to and the implementation of the Metropolitan <br />Plan conforms to the opportunities guaranteed by Goal 2 <br />has been delegated to the JPCC. <br />2. The Springfield Planning Commission, the Eugene Citizen <br />Involvement Committee, and the Lane County Planning <br />Commission will continue to have responsibility for <br />monitoring the adequacy of citizen involvement at the <br />Exhibit A - 3 <br />
