Exhibit A to Ordinance No. ~3 ~ <br />A. Metropolitan Area General Plan Tiransportation Element Consistency <br />findings: The Metro Flan Transportation Element includes eight policies that address the <br />Airport ag page III-F-6: <br />1. Poll S: This policy states that the Airport Pian is to be the <br />guide far facility and service improvements at the Airport. The draft Airport <br />Master Plan addresses facilities that projections indicate will be needed at the <br />Ai.rpart through 2U~9. They are divided into three phases and include, for <br />example, runway extensions, taxiway improvements, terminal and parking lat <br />expansion, general aviation hangar development, land acquisition, and a new <br />parallel runway. <br />Z. Poll 9: This policy states that the Airport is to receive <br />necessary urban services as required for it to operate as an urban facility. <br />Eugene provides urban services including storm and sanitary facilities, fire <br />and police protection. The Airport obtains gas, water, and electrical service <br />from Local utilities. No problems are anticipated in providing these services <br />to improvements called for in the draft Airport Plan. <br />3. Poll 10: This policy states that development within the <br />Airport environs but not on Airport property and not inside the UGB is not <br />to receive urban services, The draft Airport Plan contains no proposals or <br />uses on private land outside the Airport that would require urban services, <br />In fact, the draft Plan includes additional land that would be acquired to <br />provide protection from incompatible urban development. <br />4. Polxc~ 11; This policy states that airport-related commercial <br />and industrial development is to locate on airport-owned property or an <br />private property within the UGB. The draft Plan does not include any new <br />commercial or industrial development off airport-owned property. <br />5. Polz`cy 12: This policy states that the Airport environs that are <br />not within the jurisdiction of the Metro Plan are to be protected through the <br />Lane County General Plan know called the Lane County Rural <br />Comprehensive Plan} and supporting ordinances and regulations. Portions <br />within the jurisdiction of the Metro Plan are to be protected by the Plan's <br />supporting ordinances and regulations. <br />In its off Airport component, the draft Airport Plan recognizes the <br />importance of protecting the Airport from incompatible land uses. It <br />acknowledges that so far local efforts have successfully coordinated the <br />Exhibit A ~ 1 <br />
