planning of the Airport and its environs to minimize compatibility problems. <br />The draft Plan specifically recommends against an increase of noise sensitive <br />uses such as additional residential construction near the Airport. It also <br />states that local ordinances captaining Airport protection provisions <br />controlling land uses that otherwise might encroach into Airport airspace will <br />need to be updated in light of expanded facilities and increased air traffic. <br />6. Polic~l3: This policy closely related to Policy 12. It stipulates <br />that local governments are to control development within the Airport <br />environs to ensure that incompatible situations are not created. Drawing on <br />the unfortunate and costly experience of a number of other airports, the draft <br />Airport Plan recognizes the need to protect the Airport from such <br />occurrences through public acquisition of environmental buffers, update of <br />approach zone regulations, and careful planning regarding noise-sensitive <br />developments. <br />7. Poli 14: This policy states that land in the Airport environs <br />and inside the UGB is to be protected from premature development sa it <br />can be used for airport-related development that can not locate elsewhere <br />inside the UGB. The draft Airport Plan includes same areas that would be <br />acquired and added to the Airport to accommodate Airport-related uses such <br />as aircraft maintenance and air cargo handling facilities. <br />S. Policy. l5: This policy requires Eugene and Lane County to <br />maintain up to date safety ordinances which regulate structure height, electro- <br />magnetic and/or visual interference, and other hazards to airport safety. The <br />draft Airport Plan includes an off airport land use component calling far <br />update of local height regulations to reflect the control surfaces related to <br />the Airport's approaches, <br />B. ~ansPlan Consistency Findings: TransPlan is the metropolitan <br />transportation plan for the Eugene-Springfield area. It includes no specific proposals near <br />the Airport. Passible realignment of and improvements to airport access roads will be <br />incorporated in the next update of TransPlan. <br />C. Eugene-Springfield Metropolitan Area Public Facilities Plan Consistency <br />Findings: The Eugene-Springfield Metropolitan Area Public Facilities Plan recognizes the <br />Mahlon Sweet Field Master Plan as the guide for improvements of facilities and services <br />at the Airport page 38}. It also includes an abbreviated projects phasing and costs table <br />that will have to be revised when the Public Facilities Plan is updated. The revision will <br />be based on the list of projects in the updated Airport Plan. Items in the table, as in the <br />updated Airport Plan, include expanded terminal and parking areas, runway and taxiway <br />extensions, and a new general aviation runway. <br />Exhibit A - 2 <br />
