Section 3. Sections 2.260, 2.265, 2.210, 2.275, and 2.280 of the Eugene <br />Code, 1971, are amended, and Section 2.285 repealed, to provide: <br />2.260 Human Ri hts Cammissian. There is hereby created a human rights <br />commission, referred to i n secti ans 2.260 to 2.280 of this code as <br />""the commission". <br />2.265 Human Ri hts Cammissian -Duties and Powers. <br />~1} The commission shall cooperate with the city officials to <br />insure that the city continues to be a leader in extending equality of oppor- <br />tunity to its citizens, including but not limited to; <br />~a} Employment opportunities in city government; <br />fib} Training for city jobs; <br />~c} Equality of services provided; <br />~d} Equality of all before the law; and <br />fie} Equal treatment to all from holders of city licenses, <br />contracts and privileges. <br />~2} The commission shall cooperate with the State Bureau of Labor <br />and ether governmental agencies in receiving, referring and investigating <br />specific acts of discrimination against individuals in the community. <br />~3} The commission shall endeavor to ascertain the status of civil <br />and human rights in the community. The commission may investigate, research <br />and hold hearings to effectuate this provision. <br />~4} The commission shall make periodic recommendations to the <br />mayor and cauncil concerning the status and treatment of persons in the com- <br />mission's areas of concern. <br />~5} The commission shall affirm, encourage and initiate programs <br />and services designed to effectuate the spirit and intent of federal, state <br />and municipal legislation prohibiting discrimination and to improve human <br />relations within the city. In these efforts, the commission may enlist the <br />support of community groups and public agencies. <br />2.270 Human Ri ht~s Commi„ss,i on -Membership. <br />~1} The commiss~vn shall consist of: <br />~a} One member of the city cauncil or the mayor; <br />fib} Fourteen citizens with a demonstrated interest in or <br />knowledge of the human rights concerns of the community, chosen <br />to ensure a balance between men and warren on the commission as <br />well as representation from the racial, ethnic, religious, dis- <br />abled and other groups in the community. <br />Members shall be appointed by the council except that the initial members <br />shall be nominated by the mayor and appointed by the council. <br />~2} Vacancies on the commission shall be filled in the same manner <br />as original appointments. Except where the vacancy occurs because the member <br />from the council or the mayor ceases to serve on the commission, if a vacancy <br />occurs prior to the expiration of an incumbent's term, the mayor shall select <br />nominees and the council shall appoint within 30 days of the position becom- <br />ing vacant a person to complete the unexpired term from the membership of the <br />commission's standing committees.
