~a} The death or resignation of the incumbent; <br />fib} Removal of an incumbent for nonperformance of duty or <br />upon recommendation by the cammission after the commission has <br />determined that the incumbent has failed to properly represent <br />the commission ar otherwise damaged the work of the cammission, <br />and the caunci 1 has concurred with that determination; <br />~c} Failure of the council to reappoint an incumbent at the <br />expiration of his or her term; or <br />,~d} The incumbent ceasing to be qualified far initial <br />appointment. <br />~3} Except as provided in subsection ~4} below, the initial terms <br />for citizen members shall be staggered, with four members serving a one year <br />term, five members serving a two year term, and five members serving a three <br />year term, with assignment of these original terms determined by the council. <br />Thereafter each c~t~zen member shall serve a three year term. No member of <br />the commissian shall serve mare than six consecutive years as a member of <br />the cammission. <br />. ~4} The city~s current,Commission an the Rights of Aging Citizens, <br />Comm~ss~on on the Rights of the Disabled, Commission on the Rights of Minori- <br />ties, and Commission on the Rights of Women shall each recommend to the mayor <br />one of its members for nomination to serve an initial two year term on the <br />Human Rights Commmission. The current Youth Commission shall recommend tv <br />the mayor one of its members for nomination to serve an initial one year term <br />on the Human Rights Commission. <br />~5} Members of the commissian shall be persons who have actively <br />demonstrated interest and expertise in efforts to eliminate injustices re- <br />lated to discrimination in such areas as the following; <br />~a} The rights of women; <br />fib} The rights of people with disabilities; <br />~c} The rights of African-Americans; <br />~d} The rights of Asian-Americans and Pacific Islanders; <br />fie} The rights of Latinos and Hispanics; <br />~f} The rights of Native Americans; <br />fig} The rights of the aging; <br />~h} The rights of youth; <br />~i} The rights of religious minorities; <br />~j} The rights of gays and lesbians; and <br />~k} The rights of low-income and homeless people. <br />~.Z15 Human Ri hts Commission - Officers, Meetin s Rules and Procedures. <br />~ 1 } The officers of the commission shal 1 be a chaff rperson and a <br />vice-chair elected by the commission from among the citizen members of the <br />commission. The chairperson shall preside over meetings of the commission <br />and shall have the right to vote. The vice-chair shal 1 perform the duties <br />of the chairperson in the absence or disability of the chairperson. The <br />officers shall serve for terms of one year. <br />~2} The commission shall meet at least six times a year, with <br />such additional meetings as it deems necessary to properly perform its <br />duties. <br />~3} The commission may make and after rules for its conduct and <br />procedure, providing they are consistent with state law and applicable pro- <br />visions of the city charter, ordinances and policies. <br />Ordinance - 4 <br />
