GRDINANCE Na.19~'44 <br />AN ORDINANCE AMENDING THE EUGENE- <br />SPRINGFIELD METRGPOLITAN AREA GENERAL <br />PLAN TEXT AND DIAGRAM FORA 3l5 ACRE SITE <br />EAST 4F HIGHWAY 99, BETWEEN ENID RGAD AND <br />AWBREY LANE. <br />The City Council of the City of Eugene finds as follows: <br />1. In June, 1959 the Eugene City Council ~Council~ began strategy <br />discussions far replacement of wetland-impacted industrial land. At the Council's <br />direction, the Planning Commission identified seven sites for Council consideration. <br />After further study, the listed sites were subsequently reduced to three, <br />2. Gn June 25, 1990 the Council held a public hearing to determine <br />whether to initiate amendments to the Eugene-Springfield Metropolitan Area <br />General Plan (Metro Plan) with respect to one or more of those three sites. All <br />affected property owners were notified prior to the hearing, and no opposition or <br />objections to the proposed amendments were made. At that time, this amendment <br />was initiated. The new procedures and standards for adjudicating Metro Plan <br />amendments under Eugene Grdinance 19728 apply to amendments initiated after <br />Gctober 29, 1990. Thus, this amendment is controlled by the code provisions in <br />effect on June 25, 1990. <br />3. The Enid Awbrey site involves an area of approximately 315 acres not <br />within the city limits of Eugene, situated east of the properties fronting on Highwa <br />.. y <br />99, south of Awbrey Lane and extending to Enid Road, the Southern Pacific tracks <br />and Prairie Road an the southeast. Current records indicate that there are fourteen <br />property owners at this site. However, the six largest tax lots, in six separate <br />ownerships, include over $0% of the area. The entire site is within the County. It <br />is located next to an island of properties in Eugene on Enid Road and Woodruff <br />Street. other properties in Eugene are located across Hi hwa 99 aloe Air ort <br />g Y g p <br />Road. The main part of the City begins to the southwest, in the Bethel-Daneba <br />area. The UGB is east of Highway 99 in the northwest, north of Awbrey Lane in <br />the north and in the Southern Pacific right-of way in the east, The Enid Awbre site <br />. y <br />~s designated for special heavy industrial use on the Metro Plan diagram. The Metro <br />Plan text, as amended in Gctober, 1989, states this area is intended far location of <br />industrial developments that need large parcels, particularly those with rail access. <br />The Plan also stipulates that prior to annexation, land divisions are to create arcels <br />p <br />of at least 40 acres.
