western portion of the Enid Awbrey site are zoned I-31UL, Heavy Industrial, <br />Urbanizable Land, The rest is zoned I-4JCJL, Special Heavy Industrial, Urbanizable <br />Land. This site is in the CAS Commercial Airport Safety Subdistrict, The CAS <br />zoning imposes a height limit, but based on the airport's present runway <br />configuration and those depicted in the revised Airport Master Plan that would not <br />affect buildings less than 15~ feet in height. Except for a few dwellings and small- <br />scale enterprises that are mostly located along Awbrey and Enid Roads, this site is <br />undeveloped or occupied by small-scale industrial uses. The one exception is the <br />area east of the Enid Awbrey site across Link Lane. It is occupied by a mix of <br />dwellings and industrial uses. Those portions of the surrounding area within the <br />UGB are zoned for industrial use and designated for industrial use on the Metro <br />Plan diagram. Compatibility should not be a problem. <br />4. Adoption of this proposed amendment has been recommended by the <br />Eugene Planning Commission, Lane County Planning Commission and Springfield <br />Planning Commission after public hearings held on November 7, 199, December 4, <br />1990, and December 12, 199 respectively. Required notice of the public hearings <br />before the Planning Commissions and City Council has been given. <br />5. The proposed amendment to the special heavy industrial designation <br />is necessary because circumstances have changed in a substantial manner from those <br />originally contemplated in the Metro Plan. As noted above, it is anticipated that <br />several sites originally planned for industrial development will be lost because of <br />wetland regulations. <br />6. The proposed plan amendments are consistent with applicable <br />Statewide Planning Goals, the fundamental principles and applicable policies of the <br />Metro Plan, and other City policies as shown in the findings attached as Attachment <br />B and incorporated herein by reference. <br />NOVA; THEREFORE, <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br />Section 1. The findings set forth above and the findings contained in <br />Attachment B attached hereto are adopted. <br />Section ~, The Eugene-Springfield Metropolitan Area General Plan Diagram <br />is amended by changing the Plan Diagram designation fora 315 acre site east of <br />Highway 99, between Enid Road and Awbrey bane from Special Heavy Industrial <br />to Light-Medium Industrial, as more particularly shown in Attachment A hereto, <br />which is incorporated herein by reference. <br />Section 3.
