recommendation will be to preserve the A-1 channel and adjacent buffers on the <br />Enid-Awbrey site, In the meantime, when the site is rezoned I-2, Light-Medium <br />Industrial, an SR, Site Review, subdistrict should be attached. Section 9.688 of the <br />Eugene Code, 1971 lists criteria to be used when applying the SR subdistrict. to <br />be approved, development plans would have to satisfy these criteria. Criterion 3 <br />is particularly relevant. It requires due consideration for the preservation of <br />attractive and distinctive historical and natural features. within that context, specific <br />consideration of natural features could be required as part of the site review <br />process, Also, wetland resources on the site would be protected through application <br />of federal law. There are na inventoried scenic or historic resources at the Enid- <br />Awbrey site, <br />Goal 6 -Air Water and Land Resources uali .This goal requires that the State's <br />air, water and land resources be maintained and improved through planning for and <br />enforcement of appropriate discharge standards. The Enid Awbrey site is not within <br />the City, but it is subject to Eugene's zoning regulations through the Urban <br />Transition Agreement with Lane County, Eugene's zoning requirements regarding <br />discharge of contaminants and pollutants are the same for the existing Special Heavy <br />Industrial designation as they would be far the proposed Light-Medium Industrial <br />designation. Therefore, this amendment wi11 not reduce those requirements or <br />compliance with Gaal 6. <br />Goal 7 -Areas Sub'ect to Natural Disasters and Hazards. This goal requires that <br />in areas of natural hazards, such as landslides and floods, developments must <br />incorporate appropriate safeguards. Part of this site is in a 100 year flood plain, so <br />development will have to occur one foot above the floadplain. <br />Goal S -Recreational Needs. This goal requires planning for recreation areas, <br />facilities, and opportunities in appropriate proportions and in such quantity and <br />locations as is consistent with the availability of resources, If there are recreational <br />opportunities related to natural resources, they can be protected through the <br />assignment of SR, Site Review requirements as discussed in connection with Goal <br />5. <br />Goal 9,,.,,-„_,Economic Development. This goal requires that local plans provide <br />adequate economic opportunities by, in part, including a sufficient supply of sites <br />for commercial and industrial uses, Current studies indicate that of the <br />approximately 1,8oD acres of undeveloped land designated for industrial use in west <br />Eugene, at least 7~~ acres are wetlands with inherent development limitations <br />including mitigation requirements. Changing the designation of the Enid-Awbrey <br />site from Special Heavy Industrial to Light-Medium Industrial will allow a greater <br />variety of lot sizes and, therefore, the ability to attract a greater variety of uses, <br />Attachment B - 2 <br />
