consumption of Special Heavy Industrial land, it would seem the 200 acres north of <br />Awbrey Lane is adequate to make up far the change of the 315 acre Enid-Awbrey site to <br />Light-Medium Industrial. Because of the possible existence of natural resources worthy <br />of protection, the actual number of developable acres on the Enid Awbrey site likely will <br />be somewhat less than 315, <br />IV. METRU PLAN AMENDMENTS MUST ADDRESS QNE 4R MORE (~F THE <br />FULLGwING CIRCUMSTANCES. <br />a. An error in the publication of the Plan; or <br />b. Unanticipated and substantial change in circumstances; ar <br />c. Post-acknowledgment incorporation into the Plan of newly inventoried <br />material which relates to a Statewide Goal; or <br />d. A change in public policy. <br />There has been an unanticipated and substantial change in circumstances item b}. <br />Since the Plan was adopted and lands were designated far industrial development in west <br />Eugene, the federal government and the State of Gregon have adopted rules and <br />requirements to preserve wetlands. Subsequent local research and field work determined <br />that in west Eugene there are same 1,400 undeveloped acres that meet the wetlands <br />definition. Gf those 1,400 acres, about half, some 700 acres, are designated for industrial <br />uses. That it almost 40 percent of the fatal 1,800 acres of undeveloped west Eugene land <br />designated for industrial development. Changing the Enid Awbrey site from the relatively <br />restrictive and as yet not widely used Special Heavy Industrial category to Light-Medium <br />Industrial will allow Eugene to change the zoning classification to one that will allow a <br />wider choice of uses and lot sizes. That should partially compensate for the reduction in <br />development potential of industrial Iand because of wetland constraints. <br />Attachment B - 5 <br />
