enhancement of lands along the Willamette River. The Enid Awbrey site is not <br />in that location. <br />Goals 16 thr,,,, ugh 19. All these goals address coastal lands and features or ocean <br />resources. They are not applicable to the Enid-Awbrey site. <br />II. METRE PLAN AMENDMENTS MUST BE CQNSISTENT WITH THE PLAN'S <br />SEVEN FUNDAMENTAL PRINCIPLES. <br />Condensed, these principles state that; <br />a. The Plan is a long-range policy document. <br />b. To work, the Plan requires cooperation among agencies and governments in <br />the metro area. <br />c. Urban development is to take place inside the urban growth boundary. <br />d. Zoning and other implementation actions must be consistent with the Plan. <br />e. The zoning process must be monitored and changed from time to time to <br />meet current demands. <br />f. Eugene and Springfield are the logical providers of urban services inside the <br />UGB. <br />g. The Plan is based on a projected population level of 293,74 in the metro <br />area, not a particular future year. <br />This amendment proposal limited to a designation change from one industrial Plan <br />classification to another and related text. Adoption will require cooperation and approval <br />of the governing bodies of all three jurisdictions. After annexation, Eugene will be the <br />site's service provider. Development will take place within the UGB. Rezoning will have <br />to be consistent with the Plan diagram designation change. Therefore, this change would <br />not conflict with any applicable Metro Plan Fundamental Principles. <br />III. METRG PLAN AMENDMENTS MUST BE CGNSISTENT WITH APPLICABLE <br />METRG PLAN PGLICIES. <br />The Metro Plan is a comprehensive plan that includes policies on a wide range of <br />subjects. In this case, Policy S an page III-B-4 in the Economic Element appears to be <br />the most relevant. In part, it calls for supplying an adequate amount of land to <br />accommodate a diversified manufacturing sector. when that policy was adapted, the Enid- <br />Awbrey site was the only one with a Special Heavy Industrial designation within the <br />Eugene UGB. Nevertheless, it has not been developed. In 1989, about 20~ acres were <br />added to the Plan's Special Heavy Industrial category immediately north of the Enid- <br />Awbrey site, at Highway 99 and Awbrey Lane.
