MEMORANDUM <br />February 18, 1991 <br />T0: Hearings Official <br />FROM: Les Lyle, City Engineer <br />SUBJECT: BASINS A, B, AND C SANITARY SEWERS IN THE RIVER ROAD AREA <br />LOCAL IMPROVEMENT DISTRICT <br />BACKGROUND <br />On May 29, 1990 City Council initiated the local improvement district for <br />sanitary sewers in the River Road area far basins A, B and C. This district <br />encompasses those parcels served by the sanitary sewer construction in 1990 in <br />the River Road area. The majority of the properties taking sewer access from <br />these facilities will be assessed based on a distribution of the cumulative <br />construction and staff service costs for the three basins and for the sanitary <br />sewer trunk levy of $0.025 per square foot of the total lot area. In Ordinance <br />No. 19725 adopted October Z2, 1990} the council determined the Trunk Sewer <br />Levy x$.025 per sq. ft.} portion of sanitary sewer assessments in River Rvad <br />area is to be used to reimburse the City for the cost of the extra capacity <br />required in the sewer interceptor and lateral lines to serve properties within <br />the River Road area. That determination applies to these assessments. <br />Some of the properties in basin A are served by sewers constructed under a <br />Lane County construction contract. The assessment for these properties is <br />based on the eight-inch equivalent assessment method unit costs are identical <br />to the 1990 basin assessment unit costs} as per EC 7.055. <br />BASINS A, B, AND C SANITARY SEWERS <br />RIVER ROAD AREA LOCAL IMPROVEMENT DISTRICT PAGE 1 <br />
