and service line portions of the assessment and spread among all properties or <br />portions of properties in the basins which have not previously been assessed. <br />All developed properties within the boundaries of the local improvement <br />district that have not previously paid for the sewers will be assessed. <br />Vacant properties outside the city will not be assessed but were included in <br />the unit cast calculations. The city will carry these costs in anticipation <br />of future collection through the eight-inch equivalent process.} Vacant <br />properties annexed and within the city limits, or anticipated to be within the <br />City by March 4 will be assessed. The determination of vacant properties has <br />resulted in some controversy which is addressed in a later section. <br />In addition to the vacant properties not being included in the LID's there are <br />two features within the LID boundaries that were not included in the assess- <br />able area for calculating unit costs or assessments: 1} area covered by the <br />existing panels near Park Avenue and Park Terrace 2} property encumbered by <br />developed drainage facilities within existing dedicated easements. The <br />primary reason for these exceptions are that the land cannot be used for any <br />other purpose or developed further due to these physical encumbrances. <br />CURRENT ISSUES -Vacant Properties <br />Current issues include the definition of vacant lots. At the time of the <br />formation of the district "vacant lots" were defined as lots with no plumbing <br />fixtures. Vacant lots were excluded in the local improvement district by this <br />definition "in order to avoid the premature development of vacant property in <br />BASINS Ay B, AND C SANITARY SEWERS <br />RIVER ROAD AREA LOCAL IMPROVEMENT DISTRICT PAGE 5 <br />
