Several other people have indicated they plan to attend the hearing but <br />have not indicated to staff what they may speak about if anything. <br />CURRENT ISSUES - MWMC fee <br />In addition to the standard assessment casts we are using this process to <br />collect the Metropolitan Wastewater Management Commission MWMC} treatment <br />plant reimbursement fee. The fee is a "buy-in" ar equalization charge <br />designed to bring the contribution of newly connected and newly developed <br />properties to approximately the level paid over the past 12 years by city <br />property owners. Property owners in the cities of Eugene and Springfield have <br />been paying a property tax since 1978 to repay bands which were sold to raise <br />local funds necessary to build the treatment plant facilities. On January 14, <br />1991 the City Council adopted an ordinance which allowed for the collection of <br />the fee at the fol]owing rates. The fee is $212 for a single family dwelling <br />or duplex or for the first 16 fixture units in anew development. The $212 <br />includes $202 base rate plus a $1a administration fee, all of which goes <br />directly to MWMC. The city has included this charge i n the assessments sa <br />that people will be able to finance that cost with their assessment if they so <br />desire. No additional administration fee is collected by the city. <br />For properties other than the single-family dwelling or duplex, the base fee <br />of $242 was multiplied by the number of equivalent dwelling units ~EDU's}. An <br />EDU is equivalent to 6,000 gallons of water.
