<br />CITY FILE NO..25.- ~l-\-'o'~_ <br /> <br />ADMINISTRATIVE ORDER <br />of <br />THE CITY MANAGER <br /> <br />COP'Y <br /> <br />CI'llY OF EUGENE <br /> <br />Under the provisions of Section 5.040 of the Eugene Code, 1971, <br />the City Manager is authorized to establish, maintain, alter or <br />remove parking areas and time limitations, including the form of <br />permissible parking. <br /> <br />The City Manager finds that: <br /> <br />A. The West University Refinement Plan (WURP), and businesses <br />and institutions within the West University Neighborhood have iden- <br />tified numerous transportation and parking problems within the neigh- <br />borhood. A function problem exists because of the heavy automobile <br />traffic passing through the area or using the area for storage, and <br />even though LTD busses are heavily used, LTD is unable to add ~o its <br />service in the area because of revenue shortages and lack of avail- <br />able fleet. <br /> <br />B. This area has been targeted in the WURP for: <br /> <br />1. Development and implementation of carpooling and <br />other programs designed to reduce automobile traffic; <br /> <br />2. The active encouragement of the use of bicycles, <br />mass transit, walking, carpooling, and other appropriate <br />modes of transportation, especially by employees within <br />the area, in order to reduce automobile dependency and to <br />alleviate traffic and parking problems; <br /> <br />3. The provision of incentives for alternative <br />modes of transportation that will discourage single occu- <br />pant vehicles in the area; and, <br /> <br />4. Encouragement by the Paratransit program to em- <br />ployment centers such as the University of Oregon, North- <br />west Christian College, Sacred Heart, and commercial and <br />governmental centers to participate in the paratransit <br />program. <br /> <br />C. Development of alternative modes of transportation 13 also <br />a major component of the T-2000 Plan. <br /> <br />D.
