n <br />ORDINANCE N0. 19615 <br />AN ORDINANCE CONCERNING ANIMAL REGULATIONS; AMENDING <br />SECTIONS 4.330, 4.425, AND 4.445 OF THE EUGENE CODE, <br />1911; AND DECLARING AN EMERGENCY. <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br />Section 1. The definition of "At large" set forth in Section 4.330 of <br />the Eugene Code, 1971, is hereby amended, and anew definition of "Field <br />training" added in alphabetical order therein, to provide: <br />4.330 Animal Control - Definitions. Far purposes of sections 4.330 to <br />4.490 of this chapter, the following words and phrases mean: <br />At lar e, A dog or other animal inside the corporate limits <br />of the city, off the premises of the owner, and not under complete <br />control by adequate leash. A dog in field training is excepted <br />herefrom unless the dog causes personal injury or property damage <br />off the premises of the owner. <br />Field trainin . A dog on exhibition in a dog show or a dog <br />in obedience or field training exercises which is out of general <br />automobile traffic and under the direct supervision of a handler <br />who has in his or her possession proof of obedience title or certi- <br />ficate of obedience far the animal in question. <br />Section Z. Subsection 4Z} of Section 4.425 of the Eugene Code, 1971, <br />is amended tv provide: <br />4.425 Dos at Lar a Prohibited. <br />~Z} A dog owner is deemed negligent per se for the actions of a <br />dog at large, or a dog undergoing field training, when the dog causes injury <br />to a person or property. <br />Section 3.
