i <br />r <br />FINDINGS AND RECGMMENDATIQNS <br />SUBJECT: PAVING, SANITARY AND STQRM SEWER5 IN RIO GLEN DRIVE FROM <br />6~0 FEET EAST aF DEBRICR ROAD TO 86a EAST DF DEBRICK <br />RGAD ~JaB # 2347] CONTRACT # 88-16~. <br />BACKGROUND <br />This project was initiated by a petition from property owners. <br />The properties petitioning for the improvements wil bear 100 per- <br />cent and 52 percent of the improvement casts for sewers. <br />Based on the petitions, the City Engineer initiated the project, <br />as provided for in the Eugene Code 7.160 ~ 8~ , on octaber 9, 1987. <br />.Property owners were notified of the pending award hearing 14 <br />days prior to the hearing. The project was authorized for <br />construction by the City Council an August 8, 1988. The low bid <br />was submitted by Morse Bros., Inc., far an amount of $25,966.65. <br />Mary Minkler of 1366 Cal Young Road, called with two questions <br />regarding her assessment. 1} Why was she charged for an addi- <br />tional sewer service line? Staff reviewed the assessment com- <br />putations and an error was made. Charges for the additional <br />service line have been removed from the assessment. 27 She <br />questioned why their driveway apron was larger than others <br />assessed? Mrs. Minkler and city staff have came to an agreement <br />on this issue. <br />PROJECT <br />The project includes 28 foot paving, sanitary and storm sewers. <br />ASSESSMENT <br />Under City of Eugene assessment policy, most of the cost is <br />assessed to the abutting property owners. The costs to be <br />assessed are shown below: <br />28' paving ~ $ 53.70/front foot <br />Driveway $ 3.07/front foot <br />Sanitary Sewer $ .20/square foot <br />Sanitary Service $ 524.73/each <br />Storm Sewer $ .28/square foot <br />-1-- <br />
