ORDINANCE NO. ~ ~1~.~ ~ <br />AN oRDINANCE AMENDING THE RIVER <br />ROAD/SANTA CLARA URBAN FACILITIES PLAN <br />REGARDING PROVISIONS FOR PLAN ADOPTION, <br />IMPLEMENTATION, AND AMENDMENTS AND <br />UPDATES. <br />The City Council of the City of Eugene finds as follows: <br />1, In May, 1987, the Eugene City Council adopted the <br />River Road/Santa Clara Urban Facilities Plan ~Plan3 as a <br />refinement to the Eugene-~Springf field Metropolitan Area <br />General Plan. The Plan was also adopted by Springfield and <br />Lane County in 1987. <br />~. The Plan as adopted does not provide for amendment <br />processes. <br />3. In early 1988 the Planning Directors of Eugene, <br />Springfield, and Lane County agreed on a proposed amendment <br />to the Plan that addresses future amendment and update <br />processes. Under the proposed amendment, as set forth in <br />Exhibit A hereto, future amendments to the Plan would not <br />require formal action by the City of Springfield nvr Lane <br />County, if the amendments affected property solely within the <br />City of Eugene. <br />4. The Eugene Planning Commission held a public <br />hearing on the proposed Plan amendment on March 14, 1988, and <br />on April 26, 1988 forwarded its unanimous recommendation for <br />approval to the Eugene City Council. <br />5. The proposed Plan amendment has also been <br />considered and recommended for approval by the Springfield <br />and Lane County Planning Commissions, and was adopted by the <br />Springfield City Council on July 18, 1988 and the Lane County <br />Board of Commissioners on May 10, 1989. <br />~. The Council has considered the recommendations <br />received from the staff and Planning Commission and the <br />actions taken to date by the other metropolitan area <br />jurisdictions. The Council finds that if the proposed <br />amendment is adopted the River RoadJSanta Clara Urban <br />Facilities Plan would no longer require participation by the <br />City of Springfield or Lane County in future amendments that <br />affect areas solely within the City of Eugene. Any Plan <br />amendmer.~ requiring an amendment to the Eugene-Springfield <br />Metropolitan Area General Plan will continue to follow the <br />amendment processes set out in the Metro Plan, which requires <br />consideration and adoption by all three metropolitan area <br />jurisdictions. <br />ordinance ~- 1 <br />
