RIVER ROAD/SANTA CLARA URBAN FACILITIES PLAN <br />PLAN ADOPTION, IMPLEMENTATION AND AMENDMENT PROCESSES <br />The River Road/Santa Clara Urban Facilities Plan ~Plan~ <br />is a long-range policy document and service plan for the <br />River Road/Santa Clara area. It has been developed and <br />adopted by the three local jurisdictions in recognition of <br />the River Rvad/Santa Clara area's critical role in the growth <br />of the metropolitan area. <br />Implementation of the Plan will occur over time and in a <br />variety of circumstances. over the years, minor amendments <br />or comprehensive updates to the Plan may be needed. To the <br />extent that minor amendments are needed, they will address <br />changes in circumstances not anticipated in the Plan, new <br />information related to a Statewide Goal, or changes in public <br />policy. <br />Any amendment to the River Road/Santa Clara Urban <br />Facilities Plan that has broad implications for the entire <br />Plan area or for property outside the City of Eugene requires <br />approval by both the Eugene City Council and the Lane County <br />Board of Commissioners. Any amendment that affects property <br />solely within the City of Eugene requires approval of the <br />Eugene City Council with an opportunity for Lane County tv <br />submit comments. All Plan amendments will be referred to the <br />City of Springfield for its review and comment. Amendments <br />to the Plan do not require active by the City of Springfield. <br />Within five years of the Plan's adoption, the City of <br />Eugene and Lane County will evaluate whether a comprehensive <br />update of the River Rvad/Santa Clara Urban Facilities Plan is <br />warranted. When such an update is conducted, participation <br />by the City of Springfield will not be required. Springfield <br />may choose to comment on any draft changes as with other <br />local refinement plans within Eugene's jurisdictional <br />boundaries. <br />Exhibit A <br />
