'I <br />ORDINANCE NO. ~~~0 35~ <br />AN ORDINANCE AMENDING THE EUGENE- <br />SPRINGFIELD METROPOLIT~iN AREA GENERAL <br />PLAN TEXT AND URBAN GROWTH BOUNDARY AND <br />TAKING A STATE~TIDE LAND USE PLANNING GOAL <br />2 EXCEPTION TD GOALS 3 AND 14 <br />The City Council of the City of Eugene finds as follows; <br />1. On February 2 5 , 19 8 7 the Eugene City Council <br />initiated amendments to the Eugene-Springfield Metropolitan <br />Area General Plan Metro Plank to consider inclusion of 200 <br />acres of land in the Awbrey/Meadowview area within the urban <br />growth boundary. <br />2. Since that time there have been numerous public <br />hearings and work sessions on the proposed amendments by the <br />planning commissions and governing bodies of the City of <br />Eugene, City of Springfield, and Lane County. on March 9, <br />1985, the Eugene City Council voted to tentatively adopt the <br />proposed amendments and to refer the amendments to the City <br />of Springfield and Lane County for adoption. <br />3. on February 20, 1989, the Springfield City Council <br />took tentative action to approve the amendments to the urban <br />growth boundary and to initiate additional amendments to the <br />text of the Metropolitan Plan relating to industrial lands. <br />4. on August 30, 1989 the Lane County Board of County <br />Commissioners conducted a public hearing on Lane County <br />ordinances Nos. PA 971 and PA 955 amending the Lane County <br />Rural Comprehensive Plan and taking a Goal 2 exception to <br />Goal 3 for a railroad spur crossing land designated for <br />agricultural uses and adopting the proposed Metro Plan <br />amendments. The Board of County Commissioners postponed <br />action vn the ordinances until the Eugene City Council takes <br />final action on the amendments to the Metro Plan. <br />5. The proposed amendments to the Metro Plan are set <br />forth in Exhibit A to this ordinance. They include amending <br />the urban growth boundary to include the land shown on the <br />map in that exhibit, amendments to the Plan Diagram text <br />relating to industrial lands at Metro Plan pages II-E-7 and <br />II-E-B set forth therein, amendments to the Economy Element <br />text at Metro Plan pages III-B-1 to III-B-6 as set forth <br />therein, and a change to the Environmental Element text at <br />Metro Plan pages III-C-B as set forth therein. <br />6. The procedures and criteria for amending the Metro <br />Plan are set out at Eugene Cade, 1971, sections 9.10 to <br />9.136. The findings set forth in Exhibit B to this ordinance <br />are adopted and incorporated herein as though fully set <br />Ordinance - 1 <br />
