These findings are based on the evidentiary record <br />summarized in an exhibit to the findings. <br />7. on the basis of those findings, the Council <br />concludes that the proposed plan amendments are consistent <br />with applicable Statewide Planning Goals and with the <br />fundamental principles and applicable policies of the Metro <br />Plan, and that circumstances have changed in a substantial <br />unanticipated manner since adoption of the Metro Plan so as <br />to austify the plan changes. The plan amendment criteria set <br />out at Eugene Code, 1971, sec. 9.136 are satisfied. <br />NOW, THEREF4RE~ <br />THE CITY OF EUGENE DOES ORDAIN AS F4LLONS: <br />Section 1. The findings set out above are adopted. On <br />the basis of these findings, the diagram and textual <br />amendments and Statewide Planning Goal 2 exceptions to Goals <br />3 and 14 set out in Exhibit A hereto are hereby adopted as <br />amendments to the Eugene--Springfield Metropolitan Area <br />General Plan. <br />Section ~.
