Annexation shat ~ occur prior to development. Upon annexation, the City of Eugene shall apply the appropriate industrial zoning specifying the mi ni mum parcel size and setting forth performance standards. This site was added to the industrial 1 and inventory to provi de a 1 arge X200+ acre ~ site for a speci ai heavy industrial park. The minimum parcel size for 1 ots i n the industrial park shat 1 be 40 acres. Prior to subdivision, i t shall be demonstrated that the comprehensive development plan ensures compati bi 1 i ty among planned uses within the park as wel 1 as with adjacent properties and that access to both the Southern Pac i f i c and Burlington ~sorthern rai 1 roads has been extended into the area or that a surety sufficient to secure such extension has been pasted with the city. The comprehensive devei opment plan shall include the 1 ayout of lots , rai 1 road right-of~-way, streets, uti 1 i ti es, and performance and site development standards. It shat 1 also consider the provisions of a "public team track." The comprehensive development plan shall be designed to protect and enhance the site far special heavy industrial users reQui ri ng a campus-i i ke setting and rai 1 access. Ai though a pri ma ry purpose of this designation i s to provide sites far heavy industries, any industry which meets the applicable siting criteria may make use of this designation.
