ORDINANCE NO.I~fG ~/ AN ORDINANCE AMENDING THE EUGENE- SPRINGFIELD METROPOLITAN AREA GENERAL PLAN TEXT AND URBAN GROWTH BOUNDARY AND TAKING A STATEWIDE LAND USE PLANNING GOAL 2 EXCEPTION To GOALS 3 AND 14; AND REPEALING ORDINANCE NO. 19635. The City Council of the City of Eugene finds as follows: 1. on February 2 5 , 19 8 7 the Eugene City Council initiated amendments to the Eugene-Springfield Metropolitan Area General Plan Metro Plank to consider inclusion of 200 acres of land in the Awbrey/Meadowview area within the urban growth boundary. 2. Since that time there have been numerous public hearings and work sessions on the proposed amendments by the planning commissions and governing bodies of the City of Eugene, City of Springfield, and Lane County, on March 9, 1988, the Eugene City Council voted to tentatively adopt the proposed amendments and to refer the amendments to the City of Springfield and Lane County far adoption. 3. 4n February 20, 1989, the Springfield City Council took tentative action to approve the amendments to the urban growth boundary and to initiate additional amendments to the text of the Metropolitan Plan relating to industrial lands. 4. on August 30, 1989 the Lane County Board of County Commissioners conducted a public hearing on Lane County ordinances Nos. PA 971 and PA 955 amending the Lane County Rural Comprehensive Plan and taking a Goal 2 exception to Goal 3 for a railroad spur crossing land designated for agricultural uses and adopting the proposed Metro Plan amendments. The Board of County Commissioners postponed action on the ordinances until the Eugene City Council takes final action on the amendments to the Metro Plan. 5. on September 25, 1989 ordinance No. 19635 was passed by the City Council and approved by the Mayor, which amended the Eugene-Springfield Metropolitan Area General Plan text and expanded the urban growth boundary north of Awbrey Lane. on October 4, 1989 the Lane County Board of County Commissioners approved the same amendments with some revisions. on October 16, 1989 the Springfield City Council took final action and approved the amendments to the Metro Plan consistent with those approved by Lane County. The Lane County Board of County Commissioners took final action and approved the amendments to the Plan as revised on October 18, 1989. 6.
