ORDINANCE NO.I~fG ~/ <br />AN ORDINANCE AMENDING THE EUGENE- <br />SPRINGFIELD METROPOLITAN AREA GENERAL <br />PLAN TEXT AND URBAN GROWTH BOUNDARY AND <br />TAKING A STATEWIDE LAND USE PLANNING GOAL <br />2 EXCEPTION To GOALS 3 AND 14; AND <br />REPEALING ORDINANCE NO. 19635. <br />The City Council of the City of Eugene finds as follows: <br />1. on February 2 5 , 19 8 7 the Eugene City Council <br />initiated amendments to the Eugene-Springfield Metropolitan <br />Area General Plan Metro Plank to consider inclusion of 200 <br />acres of land in the Awbrey/Meadowview area within the urban <br />growth boundary. <br />2. Since that time there have been numerous public <br />hearings and work sessions on the proposed amendments by the <br />planning commissions and governing bodies of the City of <br />Eugene, City of Springfield, and Lane County, on March 9, <br />1988, the Eugene City Council voted to tentatively adopt the <br />proposed amendments and to refer the amendments to the City <br />of Springfield and Lane County far adoption. <br />3. 4n February 20, 1989, the Springfield City Council <br />took tentative action to approve the amendments to the urban <br />growth boundary and to initiate additional amendments to the <br />text of the Metropolitan Plan relating to industrial lands. <br />4. on August 30, 1989 the Lane County Board of County <br />Commissioners conducted a public hearing on Lane County <br />ordinances Nos. PA 971 and PA 955 amending the Lane County <br />Rural Comprehensive Plan and taking a Goal 2 exception to <br />Goal 3 for a railroad spur crossing land designated for <br />agricultural uses and adopting the proposed Metro Plan <br />amendments. The Board of County Commissioners postponed <br />action on the ordinances until the Eugene City Council takes <br />final action on the amendments to the Metro Plan. <br />5. on September 25, 1989 ordinance No. 19635 was <br />passed by the City Council and approved by the Mayor, which <br />amended the Eugene-Springfield Metropolitan Area General Plan <br />text and expanded the urban growth boundary north of Awbrey <br />Lane. on October 4, 1989 the Lane County Board of County <br />Commissioners approved the same amendments with some <br />revisions. on October 16, 1989 the Springfield City Council <br />took final action and approved the amendments to the Metro <br />Plan consistent with those approved by Lane County. The Lane <br />County Board of County Commissioners took final action and <br />approved the amendments to the Plan as revised on October 18, <br />1989. <br />6. The proposed amendments to the Metro Plan are set <br />ordinance - 1 <br />
