The procedures and criteria for amending the Metro <br />Plan are set out at Eugene Code, 1971, sections 9.120 to <br />9.136. The findings set forth in Exhibit B tv this ordinance <br />are adopted and incorporated herein as though full set <br />forth. These findin s a Y <br />.g, re based on the evidentiary record <br />summarized in an exhibit to the findings. <br />8. on the basis of thaw findings, the Council <br />concludes that the proposed plan amendments are consistent <br />with applicable Statewide Planning Goals and with the <br />fundamental principles and applicable policies of the Metro <br />Plan, and that circumstances and public policy have than ed <br />in a substantial unantici ate g <br />p, d manner since adoption of the <br />Metro Plan so as to justify the plan changes. The lan <br />amendment criteria set o P <br />ut at Eugene Cvde, 1971, sec. 9.136 <br />are satisfied. <br />N4W~ THEREFORE, <br />THE CITY of EUGENE DQES ORDAIN AS FOLLOWS: <br />Section 1. The findings set out above are adopted. on <br />the basis of these findings, the diagram and textual <br />amendments and Statewide Planning Gval 2 exceptions to Goals <br />3 and 14 set out in Exhibit A hereto are hereby adapted as <br />amendments to the Eugene-Springfield Metropolitan Area <br />General Plan. <br />Section ~. These amendments to the Eugene-Springfield <br />Metropolitan Area General Plan shall become effective u on <br />the later of the effective p <br />date of this ordinance and the <br />effective date of the ordinances approving identical char es <br />to the Plan ado ted b g <br />p y, the governing bodies of Lane County <br />and the City of Springfield. <br />Section 3.
