Exhibit "A" <br />METRO PLAN AMENDMENTS RELATED TO <br />URBAN GRO GREY LANE <br />l . Expand UGB north of Awbrey Lane to ~ ncl ude Zoo acres and designate land <br />Special Heavy Industrial {refer to map attached , Amend text of Special <br />Heavy Industri a1 Plan Diagram Designation on page I I•E-S to add the <br />following text: <br />North of Awbrey Lane (North Eugene) <br />The minimum 1 evel of key urban services i s avai 1 abl a or can be readily <br />avai 1 abl a to this area. Annexation shall be assured prior to devel op- <br />ment. Lane County and the City of Eugene shat 1 cooperate to apply the <br />appropriate industrial zoning specifying the minimum parcel size and <br />setting forth performance standards. <br />This site was added to the industrial land inventory to provide a large <br />X200+ acres site for a speci al heavy i ndustri a1 park. The minimum <br />parcel size for 1 ats i n the industrial park shall be 40 acres. Prior to <br />subdivision, i t shall be demonstrated that the comprehensive development <br />plan ensures compatibility among planned uses within the park as well as <br />with adjacent properties and that access to both the Southern Pacific <br />and Burlington Northern railroads has been extended into the area or <br />that a surety sufficient to secure such extension has been posted with <br />the City. <br />The comprehensive development planshall include the layout of lots, <br />railroad right-of-way, streets, uti 1 i ti es, and performance and site <br />development standards, zt shall also consider the provisions of a <br />"public team track. " The comprehensive development plan shall be <br />designed to protect and enhance the site far special heavy industrial <br />users requi ri ng acampus-1 i ke setting and rail access. Uses i n thi s <br />area shall be limited to industries which are rai 1 dependent or require <br />a minimum site of 100 acres. <br />2. Amend Special Heavy Industrial Plan Diagram Designation on page II-E-8 <br />to read as follows; <br />This designation accommodates industrial developments that need 1 arge <br />parcels, particularly those with rail access. Al though a pri mary <br />purpose of this designation i s to provide sites for heavy industries, <br />any industry which meets the app1 i cabl a siting criteria may make use of <br />this designation. <br />Three areas are designated Special Heavy Industri a1 ~ the text wi 1 l state <br />"two" areas i f the area north of Awbrey Lane i s not added ~ .
