ORDINANCE N0. 19641 <br />AN ORDINANCE CONCERNING PATRON USER FEES; AMENDING <br />SECTIONS 3.810 AND 3.812 OF THE EUGENE CODE, 1971; <br />AND DECLARING AN EMERGENCY. <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br />Section 1. The caption preceding Section 3.810, and Sections 3.810 and <br />3.812 of the Eugene Code, 1971, are amended to provide: <br />Patron User Fee <br />3.$14 Patron User Fee. <br />~1} For purposes of sections 3.810 and 3.812, the following words <br />and phrases mean: <br />Admission fee. The dollar amount charged directly or in- <br />directly, whether ar not received, for entry to an event. <br />Event. A performance, presentation, demonstration, exhibi- <br />tion, or meeting at the Hult Center for the Performing Arts or <br />Cuthbert Amphitheatre to which the public is invited. <br />Person. As defined in subsection fie} of section 3.770 of <br />this chapter. <br />Barter. The exchange of an admission fee for a commodity or <br />service. <br />~2} For the privilege of attending an event there is hereby added <br />to the admission fee for each attendee a patran user fee in an amount as <br />established by the city manager pursuant to the provisions of section 2.020 <br />of this code. The patron user fee shall be: <br />~a} collected at the time the admission fee is paid, <br />fib} in addition to the admission fee, and <br />~c} separately stated on any receipt for the admission fee. <br />~3} Any admission established by the city manager or the manager's <br />designee to be a complimentary admission or to be used for the purpose of <br />bartering, shall not be subject to the patran user fee. <br />3.812 Patron User Fee - Administration and Collection. <br />~1} Collection of admission fees and patran user fees far all <br />events shal l be under the di recti an and control of the city manager. The <br />city manager may contract with persons to col ] ect admission fees and patron <br />user fees. The city manager may adopt rules and regulations on the charging, <br />administration, collection and payment of patron user fees. <br />~2} Except to the extent such disclasure is required by law, no <br />official or employee of the city may disclose any information regarding the <br />business of a person required to pay or collect the patran user fee prescribed <br />i n section 3.810.
