cost per square foot of service area, determined by divid- <br />ing the total lateral system cost by the total service <br />area. The service area for each parcel shall be deter- <br />mi ned as fol 1 vws <br />~1} For parcels provided with a service line, <br />the service area shall be that portion of the par- <br />cel lying within 160 feet of the street right-af- <br />way line or within 160 feet of the side- or rear- <br />iot lines when the sewer is located nearer such a <br />line than the street line. <br />~2} For parcels where service lines are not <br />provided, a compensating factor shall be applied <br />to allow for the distance to the lateral sewer line. <br />The factor shall be computed as follows: <br />Factor = 160 - (distance from property - 1/2 right-of-way) <br />( line to sewer width } <br />160 <br />The area, as determined in ~2}fib}5.c.~1} above, shall <br />be multiplied by this factor to determine the equi- <br />valent area of service for the lateral system. <br />Lateral system casts shal] also include at least an <br />eight-inch equivalent cost for a portion of all <br />existing or new trunk sewer lines larger than <br />eight-inch diameter which are necessary to complete <br />the sewer system within the improvement district. <br />d. Trunk sewers stem. a parcel of land: <br />~1} Which has been connected to the sanitary <br />sewer system or is apart of a sanitary sewer pro- <br />ject under contract before September 1, 1984, <br />~2} which has been annexed to the city by <br />March 1, 1983, or <br />~3} For which the city has accepted an annexa- <br />tion petition by March 1, 1983, <br />shall be charged $.005 per square foot of total area. <br />Each other parcel shall be subject to a charge of $.025 <br />per square foot of total area at the time of connection <br />to the sanitary sewer or at the time of contract award <br />for a sanitary sewer project benefiting the property, <br />whichever first occurs. For a large parcel, the council <br />may decide to levy this assessment only on the portion of <br />the parcel included on the latera] system assessment. <br />The remaining area shall be assessed for the trunk sewer <br />when it is served with the lateral sewer system or devel- <br />oped and connected to the sewer system. <br />Subparagraph ~2}fib}5.d shall not apply to a parcel <br />annexed to the city prior tv January 1, 1948, or to a <br />parcel previously assessed for the trunk sewer system. <br />6. Other local im rovements. The cost of local improve- <br />ments not identified in subparts ~b}1 through ~b}5 of this <br />subsection shall be borne by the property specially benefited <br />as provided in the council resolution forming the ]ocal im- <br />provement district. <br />Ordinance - 10 <br />
