<br />ATTACHMENT A <br />M I N U T E S <br /> <br /> <br />Council Committee on Intergovernmental Relations <br />McNutt Room—Eugene City Hall <br />777 Pearl Street—Eugene, Oregon <br /> <br /> December 3, 2008 <br /> 1:30 p.m. <br /> <br />PRESENT: Betty Taylor, Chair; Andrea Ortiz, George Poling, members; Brenda Wilson, Jessica <br />Mumme, City Manager's Office; Kitty Piercy. <br /> <br /> <br />1. Call to Order and Review Agenda <br />Ms. Taylor called the meeting of the Council Committee on Intergovernmental Relations (CCIGR) to order <br />at 1:36 p.m. <br />Ms. Wilson commented that the Oregon State Public Interest Research Group (OSPIRG) had contacted the <br />City and Mayor Piercy’s office to request support of their platform regarding the Federal Transportation <br />Reauthorization bill. <br />st <br />Ms. Wilson directed the committee to the OSPIRG “21 Century Transportation for America” document <br />included with the Agenda Item Summary (AIS) materials, and noted that the document outlined OSPRIG’s <br />three major platform positions including: the expansion of clean, efficient transportation choices for <br />Americans; the fixing of crumbling roads and bridges; and the spending of taxpayer monies more wisely. <br />Ms. Piercy noted that OSPRIG’s position statement was very similar to the information they had given at a <br />press conference in March of 2007. <br />Ms. Ortiz, seconded by Mr. Poling, moved to support the OSPIRG platform <br />regarding the Federal Transportation Reauthorization bill as outlined in OSPIRG’s <br />st <br />“21 Century Transportation for America” document. The motion passed <br />unanimously, 3:0. <br />1. Legislative Priorities <br />Ms. Wilson referred to a list of potential legislative concepts that had been forwarded to the Committee and <br />Ms. Piercy in Ms. Mumme’s email correspondence of December 2, 2008. The list of legislative concepts <br />included: <br />1. Elimination of PSCC (Repeal of SB1145) <br />2. Peeping Tom Law <br />3. Ability for Cities to Charge Vehicle Registration Fee <br />4. Public Safety SDC’s <br />5. Drug Take Back Program <br />6. Flotation Device on Inner-tube <br />7.
