Highway Trust Fund allocations and consistency and predictability in this source of <br />funding. <br />Another intent of the bill is to create taxes that would affect customers using heating oil <br />as well as utilities and their customers who generate electricity using carbon-based fuels. <br />EWEB would have a better sense of what impacts that might have on Eugene customers, <br />and whether carbon-based fuel taxes would have an effect on housing affordability. <br />It certainly should be noted that Eugene has a commitment to sustainability and climate <br />change initiatives (VII A-1). Under current law <br />a comission's cost is limited by statute to $280,000 and this cost is wholly borne by the <br />county. <br />Under the measure, $140,000 would be recovered from all taxing municipal corporations <br />by the county. This would be prorated amoung municipal corporations based on total <br />taxes imposed by each. In Lane County, the City of Eugene would be required each year <br />to reimburse the County approximately $35,000. Because this amount is not significant, <br />and reimbursement to the County for a share of tax commission costs is not <br />unreasonable, I recommend a neutral position. <br />HB 2075 <br />Relating Clause: Relating to funding of transportation services through cigarette tax revenue; prescribing <br />an effective date; providing for revenue raising that requires approval by a three-fifths <br />majority. <br />3 <br /> <br />
