ORDINANCE NO. 19317 <br />AN ORDINANCE CONCERNING THE COMMUNITY DEVELOPMENT COMMITTEE: <br />REPEALING ORDINANCES N0. 19239 and 19272; ADDING SECTIONS <br />2.10,5, 2.147, 2.109, and 2.111 t0 THE EUGENE CODE, 1911; <br />AMENDING SECTIONS 2.413 AND 2.1105 OF THAT CODE: AND <br />DECLARING AN EMERGENCY. <br />The City Counci 1 of the City of Eugene finds that: <br />On Apri] 11, 1984, the then-existing Community Development Committee and <br />Jai nt Housing Committee were abol i she.d and an Interim Community Development <br />Committee established by the council pursuant to the provisions of Ordinance <br />No. 19239. The membership of that committee was subsequently changed by <br />Ordinance No. 19212 adopted on August 13, 1984. <br />The interim Cammuni ty Deve1 opment Committee was established for a peri od <br />of one year. One of its duties was to formulate recommendations for the <br />counci 1's consideration with respect to a permanent committee to perform the <br />same or similar functions. The most significant area of activity for the <br />committee involves the City's annual Community Devei opment B1 ock Grant. <br />The Interim Community Devel ailment Committee conducted public hearings <br />on October 24, 1984, and December 13, 1984, to discuss and evaluate the <br />committee's draft recommendations regarding the structure of a permanent <br />committee. Recommendations were also requested and received from a vari ety of <br />1 ocal interest groups, including the Planning Commission, Downtown Commission, <br />Human Rights Minority Commission, Human Rights Di sabi ed Commission, and Human <br />Rights Presidents Council, all of which supported the committee's recom- <br />mendation. <br />The Interim Community Development Committee has recommended that the <br />counci 1 establ i sh a permanent Community Development Committee and that its <br />primary ~p~urpose be to provide the council with broad policy guidance and <br />ORDINANCE-1 <br />
