~d} Providing community development policy and project <br />review services as needed; <br />~e } Imp1 ementi ng the city's housing program through development <br />grant review and comment; <br />~ f } Providing evaluations of the Community Development Block Grant <br />Program; and <br />fig} Such other duties as the council may from time to time <br />request the committee to undertake, <br />x,109 Community Development Committee--Membership <br />~ 1 ~ The comma ttee shad l cansi st of: <br />~a} One member of the City Council; <br />fib} One member of the Planning Commission; <br />~ c} One member of the Downtown Commi ssi an; <br />~d} One citizen residing wi thi n a nei ghborhood eligible <br />for Community Development Block Grant funds; <br />fie} One citizen wi th a demonstrated knowledge of the needs and <br />programs of low-income residents; <br />~ f } One at-large representative with expertise related to <br />housing issues; <br />fig} One representative from the business community; <br />~ h} One member from the Private Industry Council ; <br />~i } One citizen who i s a tenant or tenant advocate with a <br />demonstrated fami 1 i ari ty with 1 ocal hausi ng issues; <br />~j} One member from the Eugene Minority Commission, or a <br />citizen who has actively demonstrated interest and expertise i n the <br />fie] d of minority relations and anti -di scri mi nati an causes; and <br />~ k } One member from the Eugene Commission an the Rights of the <br />Disabled, or a ci ti zen who has actively demonstrated interest and <br />expertise i n fields related to the special needs and concerns of <br />disabled citizens, <br />to be nominated by the mayor and appointed by the counci 1, <br />~~ } Committee representatives from the City Council , P1 anni ng <br />Commission, and Downtown Commission shall serve until replaced by the council. <br />All other members shat 1 serve for a term of three years, except for initial <br />members, three of whom shat 1 have terms that expire i n 1988, three i n 1987, <br />and two in 1986, <br />~3 } Vacancies on the committee shall be filled i n the same manner <br />as original appointments. A position becomes vacant upon; <br />~a } The death ar resignation of the incumbent. <br />~ b } Removal of an incumbent by the counci 1 for misconduct or <br />non-performance of duty; <br />4 c} Fai i ure of the counci 1 to reappoint an incumbent at the <br />expiration of hislher term; or <br />~d} The incumbent ceasing to be qualified far initial appointment, <br />2.111 Community Devel o ment Committee--Meeti n s, Internal Organization, <br />~1} The committee shal 1 meet quarterly, and at such other times as <br />the committee shall deem necessary, <br />~2} The committee may make and alter rules for its conduct and <br />procedure, providing they are consistent with state law and applicable pro- <br />vi si ons of the city charter, ordinances and policies, and are approved by the <br />council prior to implementation, <br />ORDINANCE--3 <br />
