By actual measurement of the sewage discharged the cost of measurement sha11 be borne by the sewer user}, or 2. By an estimate based on: a. The sanitary sewer user`s average monthly water consumption during the previous December through April period; or b. If no water consumption figures are available for at least three full months during the period stated ~n c 2.a, above: i . For residential sanitary sewer users the average monthly water consumption shall be based on the water consumption of other similar sanitary sewer users, and, ii.
