~ .045 Char es_ -,,.Cost of Collection , The Eugene 4~ater & E1 ectri c Board <br />may withhold from payments directed by section 7.05 of this <br />chapter a reasonable fee for its actual casts of billing, collecting and <br />remitting sanitary and storm sewer user charges.
