written and oral testimony before the Planning Commission and the <br />Council, the Council specifically finds and determines that: <br />~1} The area defined in the Riverfront Research <br />Park Urban Renewal Plan is blighted; <br />~2} Rehabilitation and redevelopment as proposed <br />in the Plan is necessary to protect the public health, <br />safety and welfare of the City; <br />~3} The Plan is in conformity with the Metropoli- <br />tan Area General Plan, State Land Use Planning Goals, <br />the Gre enway Plan, the Economic Diversification Plan, <br />the Riverfront Park Study, and other adopted. City <br />plans and policies, and provides an outline for <br />accomplishing the urban renewal projects proposed in <br />the Plan. Such conformity is shown by the findings <br />adopted in Eugene Qrdinance No. 19348, which finding s <br />are incorporated herein as though fully set forth; <br />~4} The Plan provides that the Eugene Renewal <br />Agency will prepare, adopt and maintain a Relocation <br />Policy providing for the housing of displaced persons, <br />in accordance with ORS 281.045 to 281.145, and without <br />displacing persons already waiting for existing <br />federally subsidized housing, if the Agency acquires <br />property which is occupied; <br />~5} The acquisition of real property provided <br />for in the Plan is necessary to carry out the purposes <br />and policies of the Plan ; <br />3 - Ordinance <br />
