ORDINANCE No. 19358 <br />AN ORDINANCE ORDERING A SPECIAL CITY ELECTION <br />To BE CONDUCTED BY THE LANE COUNTY ELECTION <br />DEPARTMENT ON NOVEMBER 5, 1985 FOR THE PURPOSE <br />OF REFERRING To THE LEGAL ELECTORS OF THE <br />CITY OF EUGENE A CHARTER A1~ENDMENT CREATING AN <br />INCOME TAX, LIMITING RATE AND DEDICATING <br />REVENUES; PROVIDING FOR ALL ACTS NECESSARY <br />FOR THE CARRYING ON OF SAID ELECTION; AND <br />DECLARING AN EMERGENCY. <br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOWS: <br />Section 1. The City Council does hereby order an election <br />to be held in the City of Eugene, Oregon concurrently with the <br />special election on Tuesday, November 5. 1985, at which time there <br />shall be submitted to the electors of the City for their approval <br />or rejection, the following Measure, to-wit: <br />Measure No. 51 <br />SUBMITTED T4 THE VOTERS <br />BY THE CITY COUNCIL <br />Charter Amendment creating income tax, limiting rates and <br />dedicating revenues. <br />Should there be a City income tax for capital expenditures <br />initially limited to 4/14 of taxable income and later l/4~? <br />Charter Amendment creates city income tax. Limits <br />tax rate to 4/14 of taxable income. Limits tax rate to 1/4% <br />of taxable income when final payment for city airport and <br />library improvements has been made. Dedicates income tax revenue <br />solely to improvements to the city airport and library, <br />other city capital expenditures and administration of the tax. <br />THE CITY 4F EUGENE DOES ORDAIN AS FOLL4wS; <br />BE IT ENACTED BY THE ELECTORS OF THE CITY GF E~7GENE, <br />that the Charter of the City of Eugene is hereby amended <br />to add the following provision thereto: <br />There shall be a city tax on the income of residents of <br />the city from whatever source derived, and on the income of <br />nonresidents of the city derived from sources within the <br />city. The tax shall not exceed the rate of four-tenths of one <br />1 - ordinance <br />
