percent of taxable income, When all financial obligations incurred prior to January 1, 1996 for capital improvements at the Municipal Library and Airport have been paid, the rate of City income tax shall not exceed 1/4~ of taxable income. Revenue derived from the imposition of a city income tax is hereby dedicated solely to improvements to the municipal airport and library, other city capital expenditures and to administration of the tax. This Measure shall become effective upon its approval by the electors of the C i ty of Eugene , Sec ti an ~. The proposed Measure shall be placed upon the official ballot by the City Recorder, There shall be furnished to the County Clerk for Lane County certified copies of the ballot title for the Measure. The City Attorney shall prepare and the City Recorder shall furnish the ballot title for the Measure and direct that the County Clerk for Lane County place the Measure upon the ballot to be used at the special city election to be held on November 5, 1985, to be voted upon by the electors of the City. Section 3. The necessary poll boobs, ballot boxes, tally sheets and other such supplies for each precinct as are necessary for the carrying on of the election shall be furnished by the County Clerk for Lane County, and the supplies shall be delivered to the Election Board, Section 4. The City Council hereby orders that the election shall be held concurrently with the special election on November 5, 1985 and hereby designates as the polling places for the election in the City of Eugene the polling places established and designated for the special elect ion , and the C i ty Counc i 1 does hereby appoint the Clerks appointed to serve at that special ~ -- Qrdinance
