Allow smaller outlying communities the opportunity to plan for their O'Nn futures \vithout <br />being engulfed by unlimited outward expansion of the metropolitan area. <br /> <br />11. Identify methods of establishing an urban transition program which will eventually <br />reduce service delivery ineHiciencies by providing t{)r the provision of key urban services <br />only by cities. <br /> <br />Policies <br /> <br />1. The UGB and sequential development shall continue to be implemented as an essential <br />means to achieve c.ompact urban growth. The provision of all urban services shall be <br />concentrated inside the UGH. <br /> <br />2. The GGB shaH lie along the outside edge of existing and planned rights-of way that fi)rm <br />a portion of the UGB so that the full right-of:.\vay is \vithin the UGB. <br /> <br />3. Control of location, timing, and financing of the major public investments that directly <br />iniluence the growth form of the metropolitan area shall be planned and coordinated on a <br />metropolitan-\vide basis. <br /> <br />4. Lane County shall discourage urban development in urbanizable and rural areas and <br />encourage compact development of outlying communities. <br /> <br />5. To rnaintain the existing physical autonomy of the smaller outlying communities, urban <br />development on agricultural and rural lands beyond the <br />shall he restricted and based on at least the following criteria: <br /> <br /> <br />a. Preservation and conservation of natural resources. <br /> <br />b. Conformity w'ith the policies and provisions of the Lane Coun~y R.ural <br />Comprehensive Plan that borders the metropolitan area. <br /> <br />c. Contcmnance with applicable mandatory statewide planning goals. <br /> <br />6. Outlying cornrnunities close to Springfield and Eugene shall be encouraged to develop <br />plans and programs in support of compact urban development. <br /> <br />7. ConVl:rsion of rural and rural agricultural land to urbanizable land through Metro Plan <br />amendments expanding the ;"erVlf{?.UH.lll- shall be consistent with <br />mandatory statewide planning ggoal. <br /> <br />g, Land within the UGB may be converted from urbanizable to urban only through <br />annexation to a city when it is 1(.Hmd that: <br /> <br />1I-C-4 <br />
