<br />a. A minirnum level of key urban facilities and services can be provided to the area <br />in an orderly and eft1cient rnanner. <br /> <br />b. There will be a logical area and time within which to deliver urban services and <br />facilities. Conversion ofurbanizable land to urban shaH also be consistent \,./ith <br />the Metro Plan. <br /> <br />9. A full range of key urban facilities and services shall be provided to urban areas <br />according to demonstrated need and budgetary priorities. <br /> <br />1 {}, Annexation to a city through normal processes shall continue to be the highest priority. <br /> <br />11.
