Provide continued and comprehensive rural level services to property and people <br />outside the UGB. <br /> <br />c, Provide rnore dlicient service delivery and more efficient governmental structure <br />for serving the immediate urban fringe. <br /> <br />20. Annexation ofterr1tory to existing service districts within the UGH shaH occur only when <br />the following criteria are met: <br /> <br />a.
