MWMC FACILITIES PLAN <br /> <br />Noise <br />Noise from the existing facilities does not appear to be a significant issue in the areas <br />surrounding the WPCF. According to results of the Wastewater Facilities Good Neighbor <br />Survey, performed by the Oregon Survey Research Laboratory at the University of Oregon <br />as noted above, 65 percent of the residents in the vicinity of the WPCF rate the WPCF as a <br />good or excellent neighbor. An additional 16 percent rate the WPCF as a fair neighbor. (The <br />overall good-neighbor rating of the WPCF considers the residents' attitudes about the <br />facility's appearance, odors, traffic, noise, and use of chemicals.) <br /> <br />2.2.9 Land Use and Zoning <br />The MWMC sanitary system and major treatment facilities are located throughout the <br />Eugene-Springfield metropolitan area. These facilities are situated in numerous zoning <br />designations within the urban growth boundary (UGB) and on adjacent lands immediately <br />outside the boundary. However, to describe all of the various zoning designations occupied <br />by MWMC infrastructure would be overly complex and beyond the scope of this discussion. <br />Therefore, to simplify the description, the discussion is limited to the following major <br />facilities that would be subject to potential expansion: <br /> <br />· Eugene-Springfield Water Pollution Control Facility <br />· Biosolids Management Facility-Exclusive Farm Use <br />· Seasonal Industrial Waste Site-Exclusive Farm Use <br />· Biocycle Farm-Exclusive Farm Use; Industrial <br /> <br />All four of the facilities are located in central Lane County in the northwest section of the <br />City of Eugene (Figure 2.2.9-1). The area surrounding the WPCF is urban, with high to <br />medium population density. The areas around the other facilities are more rural with low <br />population density. <br /> <br />The following sections summarize land use and zoning designations for areas adjacent to <br />each of the four facilities: <br /> <br />· The WPCF is located within the UGB of Eugene-Springfield near Beltline Highway and <br /> along the Willamette River. The facility is zoned as Public Land, the areas to the south <br /> are zoned Agricultural with an Urbanizable Land overlay zone and Low-Density <br /> Residential with an Urbanizable Land overlay zone, the area to the west is zoned <br /> Medium-Density Residential, the areas to the north are zoned Community Commercial <br /> and Light-Medium Industrial with Urbanizable Land overlay zone, and the area to the <br /> East is zoned as Medium-Density Residential with a Planned Unit Development overlay <br /> zone. <br /> <br />· The Biosolids Management Facility is located outside but adjacent to the UGB of <br /> Eugene-Springfield. The facility is zoned as Exclusive Farm Use 40 Acre Minimum. <br /> Adjacent land use is designated as Rural Residential 5 Acre Minimum and Exclusive <br /> Farm Use 40 Acre Minimum to the west, Rural Industrial and Exclusive Farm Use 30 <br /> Acre Minimum to the east, and Light-Medium Industrial with Urbanizable Land and <br /> Commercial Airport Safety overlay zones inside the UGB to the south. <br /> <br />2-28 MWMC_2,0_REV23.DOC <br /> <br /> <br />
