2. STUDY AREA CHARACTERISTICS <br /> <br />2.4 Land Use and Zoning <br /> <br />2.4.1 Relation to the Eugene-Springfield Metropolitan Area General Plan <br />Modifications to the MWMC sanitary system and major treatment facilities would be <br />consistent with the overall policy framework and planning and land use designations set <br />forth in the Eugene-Springfield Metropolitan Area General Plan 2004 Update (Metro Plan; <br />2004). The Metro Plan is the official long-range comprehensive plan (public policy <br />document) of metropolitan Lane County and the cities of Eugene and Springfield. The <br />Metro Plan sets forth general planning policies and land use allocations and serves as the <br />basis for the coordinated development of programs concerning the use and conservation of <br />physical resources, furtherance of assets, and development or redevelopment of the <br />metropolitan area. <br /> <br />The Public Facilities and Services element of the Metro Plan provides direction for the future <br />provision of MWMC infrastructure and services to planned land uses within the Metro Plan, <br />Plan Boundary. <br /> <br />MWMC Facilities Located Within the Urban Growth Boundary <br />For planning and coordination of services within the urban growth boundary (UGB), the <br />Public Facilities and Services Plan identifies jurisdictional responsibility for the provision of <br />wastewater services, describes respective service areas and existing and planned wastewater <br />facilities, and contains planned facilities maps for these services9. <br /> <br />MWMC facility development will remain consistent with Metro Plan policies by using <br />planned facilities maps of the Public Facilities and Services Plan to guide the general <br />location of water, wastewater, stormwater and electrical projects in the metropolitan area. In <br />addition, MWMC will use local facility master plans, refinement plans, and ordinances as <br />the guide for detailed planning and project implementation. <br /> <br />MWMC Facilities Outside the Urban Growth Boundary <br />In accordance with statewide planning goals and administrative rules, MWMC facilities <br />may be located on agricultural land and forest land outside the UGB when the facilities <br />exclusively serve land within the UGB~°. Furthermore, in accordance with statewide <br />planning goals and administrative rules, MWMC facilities are allowed in the public right-of- <br />way of public roads and highways. The ultimate construction of planned public facilities <br />outside the UGB and Plan Boundary will require close coordination with and permitting by <br />Lane County, and possible Lane County Rural Comprehensive Plan amendments. <br /> <br />MWMC will remain consistent with local regulations by locating new urban wastewater <br />facilities on farm land and forest land outside the UGB only when the facilities exclusively <br />serve land inside the UGB and there is no reasonable alternative.
