To meet the needs of residents in 2025, approximately 1,300 additional parkland <br />acres will be needed (as opposed to the stated in 1,600 in the question). <br />Individual projects identified within the Project and Priority Plan will comply <br />with required processes. The types of action necessary to implement specific <br />projects listed in the Project and Priority Plan will vary depending on the type of <br />land to be used for a particular park. If the implementation of a specific project <br />requires a amendment, zone change, refinement plan amendment or <br />Metro Plan <br />similar action, that action would follow the normal land use process, including <br />all of the required public hearings. If, however, land for the project is already <br />owned by the City and has an appropriate zone, implementation of that project <br />could occur outright without additional public process. It should be noted also, <br />that park development projects typically go through an extensive public <br />involvement component to ensure that the proposed project is compatible with <br />resident’s needs and desires. <br /> <br /> <br />2.John Dotson testimony (December 12, 2005) states that because the project <br /> <br />list was removed, the PROS Plan moves sideways versus forward. There <br />must be ways to measure progress such as performance standards. <br /> <br />Staff Response: <br />The PROS Project and Priority Plan is available on the City’s website. It is <br />proposed for adoption by Council Resolution. Although a public hearing is not <br />legally required for this process, one will be held and is currently scheduled for <br />March 13, 2006. Once the separate adoption processes are complete, the PROS <br />Project and Priority Plan will be attached to the PROS Comprehensive Plan <br />document as an appendix. <br /> <br /> <br />3.Kate Perle testimony (December 12, 2005) states that: <br /> <br />a) The PROS Plan does not come from the place of grass roots experience <br /> <br />and real needs analysis. It should meet the needs of residents and reflect <br />their considered input and ongoing work to better their own <br />neighborhoods. It is insufficient to stand alone as the guiding document <br />for Eugene’s parks because it has no plan for implementation. <br />b)Although the 1989 Parks Plan identified acquisition needs in Santa Clara <br /> <br />only five neighborhood parks have been purchased in the last 20 years. <br />c)Much of the project list for Santa Clara from the last bond measure is <br /> <br />still unmet. <br /> <br />Staff Response <br />a)Both the PROS Comprehensive Plan and the PROS Project and Priority Plan <br /> <br />are documents which are rooted in the public process.
