School Districts 4J and 52; <br /> <br />? <br />The University of Oregon; <br /> <br />? <br />Eugene Water and Electric Board; <br /> <br />? <br />Lane County; <br /> <br />? <br />The Nature Conservency; <br /> <br />? <br />River Road Parks and Recreation District; and <br /> <br />? <br />Privately owned recreation providers such as golf courses and <br /> <br />? <br />tennis clubs. <br /> <br />There is no guarantee that lands owned by the above mentioned entities will <br />remain in perpetuity as public open space and/or recreation facilities. Although <br />these providers are part of a system which contributes to the parks, recreation <br />and open space services of the area, only lands which are actually owned by the <br />City of Eugene are included in the PROS Comprehensive Plan inventory. <br /> <br />The City does not own the Willamette or McKenzie Rivers. These are identified <br />as Waters of the State. Where parkland does border the River, the associated <br />riparian areas and bike paths are included in the inventory. <br /> <br />The Metro Plan does not require that private recreation facilities be included in <br />the Parks and Open Space inventory. Policy 4 of the Parks and Recreation <br />Facilities Element of the Metro Plan states: “Encourage the development of <br />private recreation facilities.” PROS Comprehensive Plan strategies A-16, A-23, <br />A-37, C-2, C-27, H-12, H-16 and H-17 address this Metro Plan policy. <br /> <br />It is typical of Parks and Open Space planning processes to only incorporate <br />lands which are owned and therefore controlled by the individual jurisdiction. <br />The inclusion of private recreation facilities complicates the inventory of lands <br />and resources because the mission of a private facility owner is often different <br />than that of a municipality. In the case of both Willamalane Park and Recreation <br />District and the City of Portland, inventory acreages are limited to those lands <br />which are owned by the jurisdictions. School facilities are included in the facility <br />analysis, but the acreage is not included. This is consistent with Eugene’s <br />methodology. <br /> <br />b)The PROS Comprehensive Plan provides concepts, principles, goals and <br /> <br />strategies to guide preservation and enhancement of Eugene’s Parks, <br />Recreation and Open Space system. It is a reflection of the Community’s <br />values and is directly based on extensive public input. The Plan does not <br />attempt to balance the Parks, Recreation and Open Space needs with other <br />priorities such as public safety and transportation infrastructure. <br /> <br /> <br />Attachment B January 18, 2006 Page 6 <br /> <br />
