6.Debbie Jeffries testimony (December 12, 2005) states the following concerns

with the PROS Plan:
a)3,000 acres are omitted from the inventory, including the Willamette and

McKenzie Rivers.
b)No notice was given to County residents that the planning area extended

beyond Eugene’s UGB and the Metro Plan boundary.
c)Priorities should be public safety and infrastructure.

Staff Response:
a)See staff response to item 5 (a).

b)Advertising for public involvement opportunities during the PROS

planning process was extensive. It included:
Speakers Bureau presentations to 44 community groups, including

?
the Chamber of Commerce and Homebuilders Association
Ads in Register Guard & Eugene Weekly

?
News releases

?
A Special Edition Eugene Outdoors! featuring the comprehensive

?
plan
Public Meeting Calendar

?
Fliers & posters

?
Neighborhood Group Newsletters

?
Thorough updates on our website and calendar of events

?
The March Working City episode was dedicated to the comp plan

?
and future of POS.
Staff acknowledge that advertising did not make it explicitly clear that the
PROS planning area contains land outside Eugene’s City limits and UGB.
As a result, staff have made every attempt to meet with property owners
on an individual basis who have expressed concerns.

c)See staff response to item 5 (b).

7.Terry Connoly, Eugene Chamber of Commerce, testimony (December 12, 2005)

states that the PROS Plan is not comprehensive for the following reasons:
a)It is not integrated with the Goal 5 inventory and it does not include

lands such as the West Eugene Wetlands.
b)It does call for the acquisition of 1,600 acres of land but does not address

the issue of buildable lands.
c)The project list is not considered land use so also will not address the

buildable lands issue.

Staff Response:
Attachment B January 18, 2006 Page 7
