a)Land within the West Eugene Wetlands inventory that is owned by the <br /> <br />City of Eugene is included in the PROS Plan inventory. The Bureau of <br />Land Management owns 742 acres of land in Eugene’s UGB. These lands <br />are not included in the PROS Plan inventory. The Goal 5 inventory is <br />regulatory in nature. The PROS Plan is not regulatory, but is aspirational. <br />While some lands identified on the Goal 5 inventory coincide with <br />existing park and open space properties, there is no direct correlation. <br /> <br />b)To meet the needs of residents in 2025, approximately 1,300 additional <br /> <br />parkland acres will be needed (as opposed to the stated in 1,600 in the <br />question). Table B-1 identifies the total net need for the current Eugene <br />population and also the projected population in 2025. The total acreage <br />identified in the projected 2025 population column is the total amount of <br />parkland to be acquired. It is not necessary to factor in the current acreage <br />deficiency, as that is already counted in the future acreage need total. <br /> <br />The PROS Comprehensive Plan includes Strategy #I-15. This strategy <br />states, “Recognize the need to balance the adoption of new planning <br />documents with the adopted Growth Management Goals and the <br />cumulative effect that existing planning documents may have on the <br />City’s ability to fulfill the Growth Management Goals. The PROS <br />Comprehensive Plan does not have an impact on the buildable land <br />inventories. However, future acquisition of additional park land may <br />have an impact on the inventories.” <br /> <br />c)Projects identified within the Project and Priority Plan will comply with <br /> <br />the land use planning process. The types of action necessary to <br />implement specific projects listed in the Project and Priority Plan will vary <br />depending on the type of land to be used for a particular park. If the <br />implementation of a specific project requires a amendment, <br />Metro Plan <br />zone change, refinement plan amendment or similar action, that action <br />would follow the normal land use process, including all of the required <br />public hearings. If, however, land for the project is already owned by the <br />City and has an appropriate zone, implementation of that project could <br />occur outright without additional public process. <br /> <br /> <br />8.Bill Kloos, Home Builders Association of Lane County/ Home Builders <br /> <br />Construction Company, testimony (December 12, 2005) states the following: <br />a)The PROS Plan violates state and local law because the Plan does not <br /> <br /> identify planned facilities. <br />Attachment B January 18, 2006 Page 8 <br /> <br />
