c)Table B-2 was not revised since November 2005 and shows that River <br /> <br />Road/ Santa Clara has 18% of the population and 1% of the developed <br />acres. <br />d)The Santa Clara label is left off the Planning Area Index Map in Appendix <br /> <br />B. <br /> <br />Staff Response: <br />a)The PROS Project and Priority Plan is available on the City’s website. It is <br /> <br />proposed for adoption by Council Resolution. Although a public hearing <br />is not legally required for this process, one will be held and is currently <br />scheduled for March 13, 2006. Once the separate adoption processes are <br />complete, the PROS Project and Priority Plan will be attached to the PROS <br />Comprehensive Plan document as an appendix. <br /> <br />b)To date, staff have not pursued options around the Santa Clara School <br /> <br />site for use as a neighborhood park. The primary reason is that the area is <br />currently served by an existing neighborhood park purchased in 1999 for <br />that purpose. Lone Oak Park is an undeveloped, 4-acre site located at the <br />corner of Ross Lane and Lone Oak Avenue, and was one of the earlier <br />bond-funded acquisitions targeted to serve the neighborhood in southeast <br />Santa Clara. <br /> <br />The addition of a neighborhood park site at Santa Clara school would <br />result in significant overlap with the existing service area covered by Lone <br />Oak. The idea has been discussed about liquidating Lone Oak in favor of <br />buying a portion of Santa Clara School for a neighborhood park. While <br />this may sound appealing to some at first glance, we believe the <br />additional costs involved would pose a significant barrier to this course of <br />action. See Attachment E- Santa Clara Park Update Memo. <br /> <br />c)Table B-2 (see attachment) establishes a baseline of the Parks and Open <br /> <br />Space Inventory as of June, 2004. This Table does not reflect the proposed <br />additions to the Parks and Open Space Inventory. The strategies for the <br />enhancement of Parks and Open Space in all of Eugene, including Santa <br />Clara, are described in Chapter four of the PROS Comprehensive Plan, <br />while specific actions are identified in the PROS Project and Priority Plan. <br /> <br />d)The Planning Area Index Map at the front of Appendix B inadvertently <br /> <br />had the Santa Clara label left off.
