11.Zachary Vishanoff testimony (December 12, 2005) states that parks are used <br /> <br />as a weapon against neighborhoods with examples such as West University <br />Park, River Play, Nike Donations, and Santa Clara. <br /> <br />Staff Response: <br />The PROS Plan provides concepts, principles, goals and strategies to guide preservation <br />and enhancement of Eugene’s Parks, Recreation and Open Space system. The <br />comprehensive planning process included extensive public involvement. <br /> <br />See Staff Response to item 3 (a). <br /> <br /> <br />12.Jerry Finnigan testimony (December 12, 2005) states that because there is no <br /> <br />project list, he doesn’t have enough information. <br /> <br />Staff Response: <br />The PROS Project and Priority Plan is available on the City’s website. It is <br />proposed for adoption by Council Resolution. Although a public hearing is not <br />legally required for this process, one will be held and is currently scheduled for <br />March 13, 2006. Once the separate adoption processes are complete, the PROS <br />Project and Priority Plan will be attached to the PROS Comprehensive Plan <br />document as an appendix. <br /> <br /> <br />13.Dan Arkin testimony (December 12, 2005) states that he served on the <br /> <br />Mayor’s Advisory Committee that worked on the PROS Plan. The guiding <br />principle of the committee was “balance”. Regarding some of the criticism of <br />the plan: <br />a)The PROS Plan includes the possibility of cooperatively developing <br /> <br />facilities outside the City’s boundaries. The committee had no illusion <br />about controlling matters outside the city’s jurisdiction, but was focused <br />on integrating with the larger regional picture. <br />b)The committee considered including non-city owned lands in the <br /> <br />inventory and decided that given there is no guarantee that those lands <br />will remain open to the public, not to include them. <br />c)PROS staff was right to remove the project list from the plan.
