14.Jim Welsh, Eugene Association of Realtors, testimony (December 12, 2005) <br /> <br />states that the PROS Plan is inconsistent with Statewide Planning and the <br />Metro Plan: <br />a)The exclusion of the facilities plan sites and maps is in direct conflict <br /> <br />with Statewide Planning Goals 9 and 10. <br />b)Where will the 1,623 additional acres of new acquisition come from and <br /> <br />how many zone changes will be required? <br />c)The PROS plan should not overlap with the Lane County General <br /> <br />Planning area without following the Metro Plan amendment process. <br />d)The PROS Plan is in conflict with the Metro Plan that requires private <br /> <br />recreation facilities be included in the park planning process. <br /> <br />Staff Response: <br />a)Statewide Planning Goals 9 and 10 do not require that facility plan sites <br /> <br />and maps be included in the PROS Comprehensive Plan. The PROS Plan <br />is consistent with Statewide planning Goal 9 and Goal 10. <br />Goal 9 - Economic Development: <br /> To provide adequate opportunities <br />throughout the state for a variety of economic activities vital to the health, <br />The PROS Comprehensive Plan <br />welfare, and prosperity of Oregon’s citizens. <br />does not have a direct impact on economic activities. It does not change <br />the zoning, designation or allowed uses on any properties. While the <br />PROS Comprehensive Plan does include strategies to provide of a certain <br />amount of park acreage per 1,000 residents and identifies the need to <br />acquire property for park use, it does not rezone any property for park <br />use. Thus, the PROS Comprehensive Plan has no effect on the inventories <br />of industrial or commercial lands. Therefore, the PROS Comprehensive <br />Plan is consistent with Goal 9. <br /> <br />Goal 10 - Housing: <br /> To provide for the housing needs of the citizens of the state. <br />Goal 10 requires that communities plan for and maintain an inventory of <br />buildable residential land for needed housing units. The PROS <br />Comprehensive Plan does not have a direct impact on residential <br />development opportunities. The PROS Comprehensive Plan does not <br />change the zoning, designation or allowed uses on any properties. While <br />the PROS Comprehensive Plan does include strategies to provide a certain <br />amount of park acreage per 1,000 residents and identifies the need to <br />acquire property for park use, it does not rezone any property for park <br />use. Thus, the PROS Comprehensive Plan has no effect on the inventories <br />of residential lands. Therefore, the PROS Comprehensive Plan is <br />consistent with Goal 10. <br /> <br />b)The total target of 20 acres/1,000 translates into an additional 1,300 acres <br /> <br />of land by year 2025 (as opposed to the 1,623 acres stated in the question). <br />When identifying parcels for park acquisition, the preference is on <br />Attachment B January 18, 2006 Page 13 <br /> <br />
