<br />spaces are not included in the Metro Plan as a type of park, and if Eugene intends to <br />indudt.~ open spaces then private and public locations should be indicated, The Bureau of <br />Land Management wetlands and the Willamette River and Greenway area must be <br />included in the open spaces inventory. The Nature Conservancy has pIivate open space <br />property that should be induded. Open space included in a Planned Unit Development <br />should be included along with all the other private facilities for recreation within our <br />community. The Refinement Plaqjs in direct ~9nf1ict with th~ Metro Plall that requi~~ <br />m:lYJJte recreatiorLfacilities bejnc1uded in ~l1e park plaIl1]ing process. Also, the <br />Refinement Plan should go a step further and include Open Spaces as a type of park as an <br />anlendment to the Metro Plan. <br /> <br />Acquisition of property is expensive whenever it is done, and the maintenance and administration needs <br />for the extended programs are expensive, Without a properly completed PROS Plan it is very difficult to <br />plan t()!: any future development in Eugene and it is this future development that will help pay fbr the <br />PROS Plan.
