<br />Pl4', PR.n~ t.u~e Ptc4j <br />\1.-~~os <br /> <br />Comments on POS Comprehensive Plan <br /> <br />First it was not a easy job to get hold of a copy of this plan. I am a board member of one <br />of the community organizations and it cost me $15.00 and I just was able to obtain it <br />today. Last Tuesday I went by to obtain a copy and the one out for the public to look at <br />was dated July 2005. Today I went by again and guess what copy is still out for the <br />public to look at. You guessed it. July 2005. Today the girl remembered me and went <br />and fount a POS employee who was nice enough to get me a Nov. 2005 copy. <br /> <br />On to my comments: <br />1. The draft. copy of No v 2004 and this copy of No v 2005 have some interesting <br />similarities and differences. <br />2. Chapter IV went from Strategies and Actions to just plain Strategies <br /> <br />3. The Actions that were deleted were priority lists of proposed actions for <br />Programs, Servkes and Projects. <br />4. Chapter V changed fh)m Plan Implementation to Funding Options and then did <br />not explain where you are going to spend the thnds from the funding options. I <br />would like to know where the money is going to be spent We all are going to <br />pay tor it. <br />5. In Chapter VI we now have performance measures that you say' you still have to <br />develop. I would rather see where the money goes and then I can measure your <br />performance. <br />6. I noticed that Appendix A under Urban Plaza-Benefits are: <br />a. provide opportunities for publk gathering and b. contributes to neighborhood <br />identity and under Community Parks and ~.1etropolitan Parks they provide <br />positive community identity. If community identity is really as important as you <br />seem to indicate then I wonder why do both you and the Eugene 4J School district <br />stand by and watch the identity of Santa Clara, that is its School, burn and t.hen <br />you scatter the ashes, Shouldn't you at least consider that the residents of Santa <br />Clara might want the historic school site and building as their community <br />identity. <br />7. Appendix B the tables are the same ones that you used in Nov 2004. No change <br />No update. Also on those tables I noticed that Willakenzie has 21% of the <br />population and 27 % of the developed a(.:res, South Eugene has also 21% of the <br />population and 39% ofthe developed acres while River Road/Santa Clara has <br />18~.-o of the population and 1% of the developed acres. <br />8, Finally on the Map in Appendix B that 5ho\v5 the various areas of Eugene there is <br />River Road where Santa Clara is;but no Santa Clara, when you just finished <br />saying that the benefits of parks contributes to positive community identity. <br /> <br />/) <br />r-lF .... <br />, 'J/ 7 47 /?
