<br />" ,~Message <br /> <br />Page 2 of2 <br /> <br />'" <br /> <br />If the PROS Plan is a blueprint for a new bond measure, there's a lot of work to be done to <br />make it presentable to the public. The 1998 POS bond measure clearly delineated what the <br />funds would be spent on and the public supported that measure. <br /> <br />However, I also have some concerns about how that bond measure has been implemented, <br />According to a pas Expenditure History: <br /> <br />There's still $3,025,329 not yet spent which includes: <br /> <br />· At least 4 planned projects from the bond measure that are not listed in the Expenditure <br />history, induding a community park for Santa Clara. <br /> <br />Not mentioned in the bond measure but spent was: <br /> <br />It $1,579,521 for Planning, induding $33,858 for signage <br /> <br />. $146,198 for the PROS plan plus <br /> <br />. An additional $104,827 of SDe money for the PROS plan. <br /> <br />'* $474..037 to projects not delineated in the bond measure. <br /> <br />This does not include the $8 million in SDC funds added to the total expenditure history, <br />much of which has been collected ft.'om Santa Clara, hut it doesn't look as though any was <br />spent in Santa Clara, <br /> <br />Of the total bond measure.. $387,307 has been spent in Santa Clara for development of <br />Awbrey and Arrowhead parks. As a voter, as desperate as I am to get parks and open spaces <br />in Santa Clara, r d be hard pressed to cast a vote in favor of another bond measure given this <br />information and the plan-less document before you.
